Chapter One: Introduction
1.1 Background of the Study
Self-regulation is a key mechanism for ensuring ethical journalism, allowing journalists to uphold professional standards without external interference. In Maiduguri Metropolitan Council, Borno State, the role of self-regulation has become increasingly critical due to the volatile sociopolitical climate and the challenges of reporting in conflict-affected areas (Abdullahi & Musa, 2024). Self-regulation involves adherence to codes of ethics, peer review, and accountability mechanisms that ensure responsible reporting while safeguarding press freedom. However, the effectiveness of self-regulation in Maiduguri is often questioned due to inconsistencies in its application, lack of enforcement mechanisms, and the influence of external pressures such as political and economic interests (Garba & Yusuf, 2023). This study examines the effectiveness of self-regulation among journalists in Maiduguri, highlighting its role in promoting ethical practices and addressing challenges in its implementation.
1.2 Statement of the Problem
Despite the emphasis on self-regulation as a cornerstone of ethical journalism, its effectiveness in Maiduguri remains limited by various factors. These include inadequate awareness of ethical guidelines, lack of institutional support, and external influences that compromise journalistic independence (Oluwaseun & Ahmed, 2023). The absence of robust self-regulatory frameworks undermines efforts to ensure accountability and maintain public trust in the media. This study seeks to address these issues by evaluating the effectiveness of self-regulation among journalists in Maiduguri and proposing measures for its improvement.

1.7 Scope and Limitations of the Study
The study focuses on the effectiveness of self-regulation among journalists in Maiduguri Metropolitan Council, Borno State. It does not explore other regulatory mechanisms or extend to regions outside Maiduguri.
